what is the best mmo to play with friends?

i bought guild wars, but it turns out to be almost capture the flag with swords. what's the best (free if there's a good one) mmo for party raids, team pvp, basically which is most fun to play with friends and, less importantly, to meet others to play with?

    1) Warhammer Online: Age of Reckoning

    I'm not too experienced in free MMOs, but I've played Fiesta Online and that was a relatively enjoyable experience.
